The freedom to 'practise any profession, or to carry on any occupation, trade or business' does NOT prevent the State from:

  1. Prescribing professional or technical qualifications
  2. Carrying on any trade by itself to the exclusion of citizens
  3. Both (a) and (b) are permitted
